May 6, 2014: The Disciplinary Committee of Hockey India today met to discuss the conduct of certain players, team manager, technical officials and officer bearer of its State Member Unit during certain domestic events. The committee further took action on the basis of the available reports and facts related to the different incidents.
The ban was imposed after due consideration of the facts presented before the members and hearing of the players and coaches. The Members were of the opinion that such a move will discourage others players from indulging in similar actions in future, and will ensure that they follow the Hockey India Code of Conduct and continue to be role models of the sport.
One such case which took place during match between Rajnandgaon XI and SEC Railways on 23rd April 2014 during the 1st All India VHA – Nagpur Gold Cup Tournament, wherein Rajnandgaon XI’s Mr. Rahul Yadav (shirt number 4) assaulted a player from SEC Railways team. Further to this, Rajnandgaon XI’s Manager and registered Hockey India Umpire, Mr. Koshor Diwar used foul language towards the umpires and technical table and on two occasions walked the Rajnandgaon XI team off the field during the match. Additionally, it was reported that the Rajnandgaon XI team also mishandled and abused the members of the SEC Railways team. Hence, with due considerations to the reports submitted about the incident, the members recommended that a ban of 12 months is imposed on both Mr. Rahul Yadav and Mr. Koshor Diwar with effect from 6th May 2014 till 5th May 2015 from all Hockey India sanctioned tournaments and Hockey India members tournaments. Mr. Rahul Yadav and Mr. Koshor Diwar will also be on probation of 1 year from 6th May 2015. It was also realized that Rajnandgaon XI team that participated in 1st All India VHA – Nagpur gold Tournament breached the code of conduct hence, the members agreed to a ban of six months be imposed on each of the 15 players with effect from 6th May 2014 and end on 5th November 2014. The players falling under the ban are – Deepesh Chabay, Mithlesh Panday, Rukesh Nishad, Rohit Rajak, Veshnu Yadav, Naveen Tirkey, Kartik Yadav, Sunil Kullu, Rajesh Nimbalkar, Shakil Ahmed, Taqfik Ahmad, Sukhdev Nimbalkar, Khilesh Pandya, Abhinav Mishra and Khemraj Sinha.
In another incident the Disciplinary Committee discussed another case which took place during the 4th Hockey India Junior Women National Championship 2014 where Hockey Bhopal General Secretary Mr. S. Jalaluddin Rizvi was publically critical of the tournament regulations. The first match of Hockey Bhopal was at 7:30am on 18th March 2014 and the team was required to submit an NOC from Sports Authority Of India prior to the players being permitted to play in the match/tournament but failed to do so until 11:30am and hence the match was awarded to the opposing team Hockey Jharkhand. The Disciplinary Committee discussed the feedback from Mr. S. Jalaluddin Rizvi relating to media report and agreed that they had not submitting the NOC prior to their first match. The members of the committee decided to give Mr. S. Jalaluddin Rizvi and any representative or spokesperson from Hockey Bhopal a warning and that Mr. S. Jalaluddin Rizvi and Hockey Bhopal are on probation for a period of 12 months from 6th May 2014.
In another review meeting, the committee met to review the report and emails submitted to Hockey India from Ms. Davinder Bhatia, Tournament Director of 4th Hockey India Junior Women National Championship 2014 held at Mysore from 5 – 23 March 2014. On the basis of the feedback by Tournament Director and Umpires Manager basis which a sanction was imposed on Ms. Anupama Puchimanda for her conduct during the tournament. Hockey India advised Ms. Davinder Bhatia that as a Tournament Director she has to be unbiased towards any official. The committee decided to give her a warning and inform her that she will be on probation of 12 months from 6th May 2014.
All the above will each have a chance to appeal against the decision within 30 days with an appeal to Hockey India Athletes Dispute & Grievance Redressal Committee.
